20 years of service to the community

Time flies.
Exactly 20 years ago this month, The SUN shone for the Filipinos in Hong Kong. It was
the fulfillment of a dream that took shape years earlier, or shortly after I arrived here in 1987 and
realized there was no reliable information channel serving the community.
But turning that dream into reality proved to be difficult. Several people offered to fund
the publication of a news-paper, but everyone wanted a business model different from what we had
in mind.

ang OFW na biktima ng tanim-bala sa Manila airport. Halos buong araw kasi ay naglagi siya sa
opisina ng The SUN, kasama ang mga naghatid sa kanya na sina Susan "Toots" Ople na tagataguyod ng
mga OFW, at ang abogado niyang si Atty Spocky Farolan, kaya nasaksihan namin siya nang malapitan.

Nanay Gloria's journey to HK

President Benigno Simeon Aquino III recently told the media that cases of tanim-bala
were sensationalized, citing figures to prove his point. As an OFW advocate, I respectfully
disagree. Looking at this from a purely numbers perspective could lead one to overlook the deep trauma
that such incidents have caused its innocent victims.
Had he met and spoken to 56-year old OFW Gloria Ortinez, our President would have

Staff and volunteers at the Mission for Migrant Workers had reason to celebrate when
they launched the non-government organization's 10-year Impact Evaluation Report at Li Hall of St
John's Cathedral on Dec. 4. Nearly all, or 97% of migrants who sought assistance said that they were
helped by the Mission, and more than half of them (57%) said they would recommend the NGO to others.

Nitong mga nakaraang linggo ay nasaksihan natin ang ilan sa pinakamahahabang pila
sa Konsulado. Ito ay dahil dumagsa ang mga taong kumukuha ng OEC, ang Overseas
Employment Certificate, dahil sa sunud-sunod na piyesta opisyal. At dahil sa dami ng tao, mayroong pumila
mula alas otso ng umaga hanggang alas sais at nagtiis ng gutom at ginaw upang makuha lang ang
isang papel na nagpapakitang sila nga ay OFW.
Ang tawag sa kanila ng gubyerno natin ay Balik Manggagawa (BM). Iba't ibang proyekto
ang inihanda para sa kanila, gaya ng pagkuha nito sa pamamagitan ng internet, at pagbubukas ng
mas marami pang opisinang nagbibigay nito sa probinsiya at sa mga mall. Habang ipinagsasabi
ng gubyerno na ang lahat ng ito ay pagpapaganda ng serbisyo sa kanila, ang dating nito sa mga OFW
ay pahirap lamang na walang katuturan.
Halimbawa, sa BM Online, ang pag-apply lang ng OEC ang magagawa mo sa internet. Pipila
ka pa rin sa opisinang kunukuhaan ng OEC upang magbayad at makuha ang OEC mismo,
dahil malamang ay wala ka sa kanilang database. I-check mo, Katribo, kung totoo nga ang sinasabi
nilang nakakatulong ito sa iyo: https://www.bmonline.ph/.
At totoo ba naman ang serbisyo sa mga probinsiya? May isa kaming kaibigan na
napilitang umuwi sa Pilipinas na hindi muna nakakakuha ng OEC sa Konsulado. Nang magpunta siya
sa kuhaan ng OEC sa Davao ay kung anu-ano ang hinahanap sa kanya. Kung hindi pa siya
tumawag upang magpasaklolo, dahil may kakilala kaming opisyal ng DOLE sa Davao, ay hindi pa umusad
ang OEC niya.
Marami ang dumaranas ng hirap para lang makuha ang isang papel na magpapakita sa
mga humaharang sa airport, na ikaw nga ay OFW na pabalik sa iyong trabaho, at libre sa travel tax
at airport terminal fee.
Isang papel na kung iisipin mo ay hindi na kailangan.
Kung OFW ka, mayroon kang visa sa iyong pasaporte na nagpapatunay nito. Kung ikaw
ay nagtatrabaho sa Hong Kong, mayroon ka ring ID. May iba pang papeles, gaya ng kontrata at
company ID, na magpa-patunay na isa kang OFW. Bakit kailangan pa ng OEC?
