20 years of service to the community

Time flies.
Exactly 20 years ago this month, The SUN shone for the Filipinos in Hong Kong. It was
the fulfillment of a dream that took shape years earlier, or shortly after I arrived here in 1987 and
realized there was no reliable information channel serving the community.
But turning that dream into reality proved to be difficult. Several people offered to fund
the publication of a news-paper, but everyone wanted a business model different from what we had
in mind.

President Benigno Simeon Aquino III recently told the media that cases of tanim-bala
were sensationalized, citing figures to prove his point. As an OFW advocate, I respectfully
disagree. Looking at this from a purely numbers perspective could lead one to overlook the deep trauma
that such incidents have caused its innocent victims.

Staff and volunteers at the Mission for Migrant Workers had reason to celebrate when
they launched the non-government organization's 10-year Impact Evaluation Report at Li Hall of St
John's Cathedral on Dec. 4. Nearly all, or 97% of migrants who sought assistance said that they were
helped by the Mission, and more than half of them (57%) said they would recommend the NGO to others.

Expect fees for some immigration services, including visas/entry
permits and travel
document issuances, replacement of identity cards, and processing of
applications relating to nationality
matters and civil weddings, to rise 10 percent to 21 percent.
"It is the Government's established policy that fees charged by the
Government should
in general be set at levels sufficient to recover the full cost of providing the
service," a
government spokesman said.
The fees for the services mentioned have remained at current levels
for at least eight years
and are not adequate to recover the full cost of providing those services.
"Based on the government-wide general guidelines for fee
increases, the fees of the
services concerned will be increased by 10 percent to 21 percent. The
proposals will have little impact on
the daily life of most people and only very limited impact on general business
activities," the
spokesman added.
The Immigration Department regularly reviews the arrangements
for handling various types
of applications and services with a view to improving the cost-effectiveness and
quality of
services. Measures are in place to control the cost of providing the services.
The relevant amendment regulations/amendment orders were
tabled at the Legislative
Council on Dec.10. The fee revision will take effect after completion of the
necessary legislative procedures.
Existing and revised fees:
1. Seaman's identity book (full or restricted validity) from $215 to
$260;
2. Ordinary visa, from $160 to $190
3. Transit Visa: $84 - 100
4. Change of conditions of stay or extension of limit of stay: $160 -
190
5. Entry permit valid for one entry: $160 - 190
6. Entry permit for multiple entries and valid for one year: $325 -
390
7. Entry permit for multiple entries and valid for three years: $650
- 780
8. Endorsement to a travel document for which no specific fee is
provided: $165 - 200
9. Service charge for supplying, on application, a copy of any
document, or for making
or forwarding, or both, a request or recommendation to any authority of a
foreign state, for consular
or nationality registration or for the issue or renewal of a passport or other
travel document or of
a document of identity or for the grant of a visa or entry permit: $180 - 215
10. APEC business travel card valid for a period of not more than
five years: $427 - 490
11. Replacement of an APEC business travel card for the
remainder of its validity period:
$165 - 190
12. Travel pass valid for not more than three years: $ 575 - 660
